PR #367 (base release): swept mission.md + devops-cycle-design (stage table, builder policy, Deploy-with-Task refusal quote now matches Release::CleanCheck, Run Deployment straggler) + deployment.md + pr-review-sop.md to the review-only + sweep vocabulary. Alias-keyed 1.4 runbooks and dated history untouched. Tripwires green; full suite 2694 runs 0F certified at 079baea8.

PRIMARY review (Shannon) + LIGHT (Alex, Documentation seat): all-clear, moved to reviewed. Verified against code: CleanCheck board signal reads BOTH states (bin/release.rb status: Task.where(stage:'assembled').or(Task.where(stage:'reviewed', merged:'release'))) and the refusal quote matches Release::CleanCheck#dirty_message verbatim; bin/conductor ship --run exists; cert fingerprint 079baea8 == PR head tree, nothing committed after. Follow-up material (pre-existing, NOT this PR): (1) heartbeats.md line ~75 Avi cheat-sheet row still says 'bin/task move <task> reviewed + bin/release merge <task>' — contradicts the review-only contract stated in the same doc; most reader-dangerous straggler. (2) parallel-agent-devops.md ~274-296 presents Avi Heartbeat Slow/Fast as current loops with no retired/alias marker. (3) deployment.md Rule lists full-cycle + Deploy with Task but omits Avi's production-deploy act, which also ships prod ('one such' hedges it; one-line addition when touched next). Recommend bundling all three into one small docs follow-up task.

PR #367 now CONFLICTING against origin/release: the #364 merge train landed a doc reorganization (per-soul heartbeat SOPs split f660e2bc/33d8b054/88302593, qa-release SKILL retired in favor of per-agent HEARTBEAT.md launchers, acts RENAMED qa-deploy→qa-release and archive-completed→archive-shipped, activities page retired). Conflicting files: devops-cycle-design.md + pr-review-sop.md (mission.md and deployment.md edits likely still apply cleanly). Rebase onto freshly-fetched origin/release; re-land each rewritten passage into the NEW doc geography (some §1.4 content moved into the per-soul SOP files); ADOPT the new act names in your rewritten text — your PR says qa-deploy which is now stale vocabulary. After rebase the cert is stale: re-run bin/full-suite-check AND bin/dor-check back-to-back same worktree, commit nothing after, then move submitted + note --resolves-feedback.

Rebased PR #367 onto origin/release post-#364: stage-table conflict resolved keeping both sides (their qa-release renames + my shipped-row fix), all my text adopts the new act names (qa-release/archive-shipped), refusal quote re-verified verbatim against CleanCheck#dirty_message (unchanged), plus 3 qa-deploy-as-live stragglers #364 missed fixed (devops-cycle 1.4 acts list, index.md x2, claude.md). PR MERGEABLE; tripwires 23 runs/214 assertions green; full suite 2702 runs 0F certified at e77b1a10.

DELTA review (Shannon, PRIMARY) of resubmit f1b2cf3a: ALL-CLEAR, moved to reviewed. Content review of 2a1a2c2c stands. Verified: (1) conflict resolution kept both intents — new diff vs release touches ONLY the ->shipped row in §1.2 (HEAD's renamed SWEEP/QA rows adopted verbatim), shipped-row rewrite carries qa-release; (2) §1.4 GUARD + Run Deployment hunks byte-identical to the reviewed version, refusal quote still verbatim vs Release::CleanCheck#dirty_message (clean_check.rb:77 — clean_check.rb/bin/release.rb/bin/conductor untouched by #364, so the both-states board query verification stands); (3) act renames hit all-and-only live-framed uses — head grep for qa-deploy/archive-completed returns ONLY alias/history sites (steffon HEARTBEAT.md:64-65 alias map, sops legacy notes, index.md:302/:304 alias table, heartbeats.md:290/:300 legacy notes); (4) scope expansion (devops-cycle-design.md:440, index.md:34/:140, claude.md:48) ACCEPTED — same vocabulary lane, one-word renames in the builder's own #365 adapter passages, release still said qa-deploy at each site so no collision, alias registrations intact; (5) cert fresh — head tree e77b1a10 == fingerprint, single commit on 2fe19bb8, nothing after. Prior follow-ups (activity-761) still stand except heartbeats.md cheat-sheet — re-check it post-#364 restructure when filing the follow-up task.
