Dormancy audit 2026-07-03: rolio-prod + rolio-qa each run one Basic web dyno 24/7 (~$14/mo total), no add-ons, no API keys in config vars. SQLite on Heroku is ephemeral demo data reseeded on boot — nothing to back up; scale-to-zero is the reversible move (runbook has full re-create steps if deleting instead). Dependabot runs daily (bundler + github-actions, limit 10) with 7 PRs open; closed PRs won't reopen but new versions spawn new ones — stop requires removing/emptying .github/dependabot.yml (small PR). CI has no cron, goes quiet on its own. Worktree rolio-prod holds heroku-prod-bootstrap, fully pushed (local == origin f3b4fc4) and clean — safe to remove with bin/agent-worktree remove rolio rolio-prod --yes. All 44 rolio board tasks archived 2026-07-03. Mr. McRitchie executes the Heroku shutdown himself later — leave dynos running until he does.
