Agent Context

Reorder each soul's heartbeat acts DOWNSTREAM-FIRST so the idempotent close-out action runs before new work: Avi = production-deploy (3) then pr-review (1) then pr-review-slow; Steffon = archive-completed (4) then qa-deploy (2). Rationale: production-deploy and archive-completed are idempotent no-ops when nothing is ready (release==main / nothing to archive), so leading with them clears any ready release / closes out the prior cycle, then falls through to the new-work act. Files: (1) app/helpers/application_helper.rb heartbeat_launchers — swap the acts arrays for avi + steffon (alex unchanged). (2) docs/agents/modules/heartbeats.md — reorder Act sections + intros + section headers in §1 (Avi) and §2 (Steffon); keep the pipeline-chain description (pr-review→qa-deploy→production-deploy→archive-completed is the task LIFECYCLE, not the heartbeat run order). (3) docs/agents/system/devops-cycle-design.md §1.4 soul-launcher table — Avi/Steffon acts column order. (4) docs/agents/skills/qa-release/SKILL.md if it implies order. (5) tests: application_helper_test acts-order assertions (launchers[0]/[1][:acts], avi[:acts]). The number icons (action_icon map: pr-review=1, qa-deploy=2, production-deploy=3, archive-completed=4) STAY as the pipeline stage — the card just renders each soul's acts descending (Avi 3,1; Steffon 4,2). Comment/order change; component tests verify the new render order.
