It keeps the public bin/release command as a pinned-Ruby launcher around bin/release.rb, and makes bin/release merge collapse duplicate PR URLs so shared-PR task batches check/merge each PR once while adopting every task slug. Local full suite + RuboCop passed at 8a8ee81c29efa320b1d8f1bd76667ae7b5e2f641; GitHub CI passed lint, scan_js, scan_ruby, and test.
