Agent Context

Add a third /deployments card using new intent/completion events. Running averages should use the last three releases. Durations must be cached on Release records and refreshed after deployment. Review agentic bookends for task manipulation: every stage should have intent and conclusion semantics; most conclusions map to stage transitions, with review checkpoints like light review as exceptions. Add All Deployments index plus release detail read view.
