Agent Context

One PR, two coupled changes on feat/devops-card-2x2-grid. (1) UI: the four /deployments cards laid as a 2x2 grid (row1 Next+Last, row2 Heartbeats+DevOps); dropped current_release lg:row-span-2; extracted shared _release_card_empty_state partial; added Last Release 'none yet' empty state so the grid keeps its cell before anything ships. (2) Dev toy (LOCAL-ONLY, Rails.env.local? gated — no prod surface): Dev::BoardController#advance_release now ships on reaching the deploy step in one advance instead of pausing at confirmed-but-unshipped, so a Last Release appears immediately. Shape ui-only because the only production behavior change is presentational; the controller change is env-gated test tooling with integration coverage. advance-ships-on-deploy task archived (folded here).
