Investigation: PR #271 shipped, but no-agent bin/task block calls still had no named actor when the session marker/task had no persona. This patch stops persisting raw session ids, defaults submitted rework blocks to Avi, and stamps the resolved blocker on qa_feedback. Existing 019f... TaskEvents need separate backfill if historical cards should change.
