Agent Context

Restructure the DevOps deploy launchers into composable atoms + compositions (operator design, agreed). ATOMS (map to existing bin/release verbs): qa-deploy = bin/release prepare (release->QA, assembled); production-deploy = bin/release ship (ff release->main, prod); review-one <task> = the Modular PR-Review SOP applied to ONE PR (Avi reviewer-select -> primary+light review in parallel -> reviewed + bin/release merge, or block) = the PRIMITIVE; pr-review = review-one fanned across ALL submitted PRs in waves <=5 (review + merge); pr-review-slow = same serialized. COMPOSITIONS: 'Merge, Assemble, Deploy' = pr-review -> qa-deploy -> production-deploy (+ a slow variant using pr-review-slow); 'Deploy with Task <task>' = GUARD release==main -> review-one <task> -> merge -> qa-deploy -> production-deploy, to expedite ONE task to prod. GUARD on dirty release: REFUSE but OFFER 'ship the whole release with Merge, Assemble, Deploy instead' (list pending tasks) — never silently ship other work. Deliverables: wire the launcher phrases into docs/agents/skills/qa-release/SKILL.md (replace the current four) + describe each flow in docs/agents/system/devops-cycle-design.md 1.4 + align docs/agents/modules/pr-review-sop.md (review-one=body, pr-review=loop); the guard = a release==main / clean-release check in bin/release (a 'status'/clean helper or --clean-only path Deploy with Task uses). Tests for the guard (clean vs dirty). Run bin/install-agent-docs after doc edits. See project_deploy_flow_redesign.
