Implemented block transition actor persistence. bin/task block now sends event.source=cli and event.actor from --agent or the running session, so blocked timeline cards can render the blocking agent. Local demo: http://localhost:3001/tasks/blocked-agent-demo. Checks: targeted tier suite, full Rails suite, rubocop, dor-check.

Follow-up PR #271 fixes no-agent block attribution: bin/task block now resolves --agent, then session marker persona, then task persona, before falling back to the raw session id. Existing opaque actor events need a separate backfill if we want old cards corrected.
