Agent Context

DEPLOY dev toy (Dev::BoardController#advance_release). Operator UX: advancing to the deployed step should create a Last Release with no extra click. Today the tracker's final 'Deploying' step lights up at done_count 4 (confirmed_at set, state still 'assembled', NOT shipped) and only the NEXT advance runs ship!. Fix: merge the confirm+ship into one advance so reaching the deploy step ships immediately (state->shipped, Release.last_shipped populated, Release.current cleared). ship! is valid from 'assembled' and stamps confirmed_at/by itself. Update the existing [integration] advance_release test (test/controllers/dev/board_controller_test.rb ~L94-118) which currently asserts a distinct done_count 4 confirmed-but-unshipped pause. Coupled on branch feat/devops-card-2x2-grid with the 2x2 grid task (same worktree, anti-sprawl).
